In order to protect the domestic consumer market from poor-quality foreign-made products, the Grodno Oblast Inspectorate of Gosstandart regularly conducts control and supervision measures at business entities, selling imported products in retail facilities and in the markets of the republic. A significant part of consumer goods coming into the republic from abroad is light industry goods, which must meet the requirements of the technical regulations of the Customs Union TR CU 007/2011 “On product safety, intended for children and adolescents ”and TR TS 017/2011 “On the safety of light industry products”.
Десятилетия назад одежда и обувь из западных стран, благодаря своему качеству и модным моделям пользовалась спросом у населения, несмотря на высокие цены, и это был дефицит. Но в последнее время на рынок республики начала активно поступать привлекательная на вид продукция с маркировкой на иностранном языке, в большинстве своем неизвестных производителей, которая реализуется по низким ценам в растущих как грибы после дождя торговых объектах, владельцами которых являются выходцы из Средней Азии. Естественно, что у покупателей и надзорных органов возникают вопросы к качеству и безопасности такой продукции и ее соответствию требованиям технических регламентов Таможенного союза. Характерные выявляемые нарушения требований технических регламентов при мониторинге этих объектов таковы: маркировка и информация о продукции отсутствует или представлена на иностранном языке; отсутствует информация о стране-изготовителе продукции, наименовании изготовителя, не указаны юридический адрес изготовителя и дата изготовления продукции; не указаны модель, артикул изделия, вид и процентное содержание натурального и химического сырья в материале верха и подкладке изделий; отсутствует маркировка знаком «ЕАС»; отсутствуют документы о подтверждении соответствия. Более серьезные нарушения по безопасности продукции выявляются при проведении проверок.
Так при последней проверке магазинов «Твой рай» в г.Гродно контролю были подвергнуты 29 наименований продукции, out of which 23 – направлены на испытания в аккредитованные лаборатории и по 21 – получены отрицательные результаты по показателям безопасности: blouses, джемперы и сорочки с маркировкой «Ze`Smile» – по «гигроскопичности», пальто с маркировкой «Ze’ Love» – по воздухопроницаемости подкладки, обувь детская (кроссовки) marked “Sport” and “Kolobok” for the composition of the lining material – 100 % PE, at normal - no more 20 %; children's sandals with markings "Mikas" and "Cheetah" with unacceptable for children up to 3 years open heel. In labeling 17 unreliable information on the composition of the clothes was declared - the mass fraction of natural raw materials in the material of the products was significantly less than that declared in the marking, either absent. So, in coat 2 models marked “Ze’ Love ”and“ Ze ’Sky” as part of the raw material of the main material indicated 70 % wool, а фактически по результатам испытаний: wool – 0 %, polyester fibers - 100 %; in suits 3 моделей с маркировкой «SAMO» (100% cotton), "She's Sky" (95% cotton, 5% PE), "She's Smile" (80% cotton, 20% viscose) the actual composition of the material amounted to: cotton - 0%, polyester fibers - 100% etc.
The owner of the stores did not provide supporting documents for all tested products – waybills, confirmation of conformity documents.
Here is the answer to the question - where are such low prices? Bulk of products, sold in these stores, made of cheap synthetic materials, which in such quantity as a part of the material of products can cause harm to health. Looks like, that in these stores paradise is not for the buyer, and for the seller. He probably doesn’t wear such clothes. And the buyer should think, Is it worth it to risk the health of your children and yours in the pursuit of cheapness!
