To help prevent accidents and illnesses in the workplace 28 April is World Day for Safety at Work. This awareness campaign aims to draw public attention to health and safety issues and the rising number of injuries, diseases and deaths, labor related. In all regions of the world, governments, trade union organizations, employers' organizations and occupational health and safety practitioners organize and implement events, dedicated to World Day.

In June 2022 The International Labor Conference decided to include the issue of a safe and healthy working environment in a set of fundamental principles and rights at work. In this regard, the list of fundamental conventions included Convention 1981 year on occupational safety and health (№ 155) and Convention 2006 years of basics, promoting occupational safety and health (№ 187).

As a result of this decision, all states, even if they have not ratified said conventions, make a commitment, conscientiously observe, promote and implement the principles, relating to fundamental rights, which are the subject of these conventions.

The Resolution 2022 of the year to include a safe and healthy working environment in the body of fundamental principles and rights at work recognizes the importance of dialogue and cooperation among the social partners. The document notes, that the creation of a “safe and healthy working environment requires the active participation of the government, employers and employees, distribution of rights, duties and responsibilities, and social dialogue and cooperation”.

conventions 155 and 187 establish basic principles for the application systems approach in the management of the labor protection system. In the Convention 155 calls for the adoption of a coherent national OSH policy. It also requires the development of measures at the national and enterprise levels to determine the responsibility, duties and rights in the field of labor protection. Convention 187 is based on a systematic approach to creating a safe and healthy working environment through the development of national policies, systems and programs of labor protection in order to improve the national culture of prevention in the field of labor protection. A systematic approach must be implemented, bearing in mind the principles, contained in the relevant norms on labor protection.

Convention 155 ratified by the Law of the Republic of Belarus dated 5 May 1999 g. and entered into force for the Republic of Belarus 30 May 2001 of the year.

Basic principles for creating a "safe and healthy working environment", laid down in the Convention 155, implemented in the legislation of the Republic of Belarus.

Right to work, справедливое вознаграждение за него, and на здоровые и безопасные условия труда относятся к основополагающим правам граждан, гарантированным Конституцией Республики Беларусь.

В целях реализации данных прав в республике сформирована соответствующая законодательная база, регламентирующая права и обязанности, как нанимателей (работодателей), так и работников (working). Ее основу образуют Трудовой кодекс Республики Беларусь, Закон Республики Беларусь «Об охране труда», акты Главы государства, регулирующие трудовые и связанные с ними отношения, а также принятые в их развитие нормативные правовые акты и технические правовые акты.

Основные направления государственной политики в области охраны труда определены в статье 5 Закона Республики Беларусь «Об охране труда». К ним относятся:

  • приоритет сохранения жизни и здоровья работающих;
  • ответственность работодателя за создание здоровых и безопасных условий труда;
  • комплексное решение задач по улучшению условий и охраны труда путем реализации комплекса мер, направленных на улучшение условий и охраны труда, с учетом других направлений экономической и социальной политики, достижений в области науки и техники;
  • внедрение систем управления охраной труда;
  • социальная защита работающих, compensation for harm to persons, victims of accidents at work and (or) who have received occupational diseases;
  • установление единых требований по охране труда для всех работодателей;
  • использование экономических методов управления охраной труда, участие государства в финансировании мероприятий по улучшению условий и охраны труда;
  • информирование граждан, training of workers on labor protection issues;
  • взаимодействие республиканских органов государственного управления и иных государственных организаций, subordinate to the Government of the Republic of Belarus, controlling (oversight) bodies, trade unions (Further – профсоюзы), employers on labor protection issues;
  • сотрудничество между работодателями и работающими;
  • использование международного опыта организации работы по улучшению условий и повышению безопасности труда.
